Its not really a bug, just a problem. I noticed that when an enemy attacks a wall, any walls nearby also disappear. I had made a spiral wall around my capital in nigeria in the two turns I was making it, somebody's bomber attacked the wall and broke that part. In the same turn the bomber attacked, I had made more of the ring around the city. However, part of the outer ring that was closest to the bomber had opened, not only untrapping the bomber, but also allowing more troops to come into the city.

Probably because the units that held that wall together are dead and/or turnblocked?

I wasn't there to witness it, but that seems to be the reason why your second wall didn't go up.

Neither. The units that formed the wall were there, but the wall wasnt there.

What you call a problem is the actual FIX of the line-glitch.
Players shouldn't be longer able to recreate their walls with units they just move out of their cities every turn over and over again.
The fact that it's not possible anymore to build a wall near opposing units, should prevent the wall-glitch while it still allows you to build a wall once. If you want to recreate the wall, you have to destroy the units first.
It also gives you the possibility to make sure you can attack a city which you fear to have a wall next turn, through just moving a unit near the it without even attacking.

This totally overpowers long-range strategies like Blitz, SM, and such... but SM especially since it has bomber discounts.
