I was playing a quick 25 round world game, and I was about to invade my main enemy's capital, but right before that, he left because of timeout. What does that mean exactly? Does it mean that if you time out too much on turns you get kicked? I timeout plenty of times but that never happened to me. I really wanted a square fight even though i was sure I was gonna win (I saw his troops after that, his many of his soldiers were in a fleet that was heading towards me). If this is some kind of auto punishment, is there a way to disable it?
Thank you all in advance.

W8 what's the point then of letting the admin kick a player if it's automatic?

I wonder the same thing. Why have a kick player option for the host, if one, you can't kick a player once the games starts unless he has been inactive for three turns and two if the system does it automatically at that point anyways. What's the point?

Exactly. Sometimes people forget to move in casual games. It ruins the game when people are auto booted

The kick option is used to kick people before the game starts, if you know that they're just going to troll, or you don't want to play with them. I don't think there's any other function.

I can't figure out how this works. in one game, one player went inactive for five turns without timing out, another player timed out the first inactive turn. how does this work?

if you stay in the tab that has the game in it and leave it you wont timeout but going to a different tab and not coming back you will timeout
