Kind of upset since this person ruined the fucking game. Can't they be banned from maps for this? Or is there any rule about not engaging in this behavior?
It's once again apparent that we NEED to have all units disabled until turn 2 because imbeciles like this exist.

This is in the Casual lobby. With a scenario the different sides need to be taken over the course of the 24 hours or however long during the first term. This means that, if a user joins earlier than others that the neighboring territory shows up as neutral. Therefore they can strike before the other person joins and so, when the next turn comes, that person can have their territory taken.
I think this practice should be a rule violation, or at least grounds for banning people from maps. Ultimately though the game should prohibit people from attacking territory and cities for sides in a scenario which have not yet been selected.
Also what it does is effectively steels all of a persons reinforcements since those are not available until turn 2.

Isn't the solution to allow a casual game to sit for a "turn" while people select countries before turn 1 actually starts?

Yes. This has been acknowledged but not implemented. MAybe a technical hope for HTML%.
However I'm thinking of actionable rules.
