Transport upgrade

I'm new so maybe I don't understand how this works.

I have the transport capacity upgrade and it says +5 capacity. But I can still only move 3 tanks. Is this right?

+5 for sea transports, not for airtransports
The Air Transport Upgrade is called Air Transport Capacity I and later II
