I was thinking that a city could have a state that it's in.
For example
1. Normal State -
2. Defensive mode - No income / Plus 1 defense for each unit in city
3. Economic mode - no reinforcements / double income
4. transport mode - Minus 100 dollars for every unit passing through city / double movement for each unit passing through city
5. Conscript mode - no income / double reinforcements
This is just an example I'm sure there are a bunch of different modes that would work too.

I like this idea, but I don't see it happening, at least anytime soon.

I like the idea, but a little bit of changes, such as the conscript mode, it shouldn't double the reinforcements.

Yeah ! That's a great idea, but the respective modes and actions should be avaliated by the admins to balance the game etc...
