Can someone explain to me what determines the order of attacks? Like who is the attacker, who is the defender, when will something move faster than it can be attacked (IE, You send a bunch of bombers to hit a unit, but they don't hit them and the unit moves forward with your bombers in the position where they were a second before).

That's because your bombers are being intersected, they are probably in a city or something then.
On order of attack, I think it's Stealths then Marines then Bombers then Rest... (someone else can elaborate)
And when you are in a city and someone is attacking the city your units in that city automatically defends even if you sent them somewhere else.

Not always. I think it's partially random, but does have some guidelines, we just don't know what those guidelines are.

From what I have read Player A,B and C moves could go first before the other players A..

There's no distinction between types of unit moving. (stealth, bombers, tanks, all move at the same priority).

Rather, it goes by order of movement, so first move gets priority over second, etc. At same level of priority (i.e. each of Player A, B and C's first moves) its random.

If two stacks are ordered to attack each other, they take turns attacking and defending.

Otherwise, if you attack, units use attack. If you are attacked (and didnt order an attack on the attacker), then you defend. Within the attack/defend, your units go by order of which has the highest stat. SO an infantry will defend before a tank, and on attack, a tank will attack before an infantry. However, if the attack you sent ends up moving first, it can intercept them (i.e. the battle will take place outside of the city).

In cities, you always defend. Which is why there is an exception is if you send high attack value (but low def) units after an enemy stack, when that stack has been sent to attack your city, your units may not "follow" the enemies into the city. This is because they would be using defense, instead of attack, and can lead to massive losses.

Good job finding this post Waffel. I just wanted to say that the movement order system in this game is completely broken. I made a thread about this a while back..
