You are proposing 2 different ideas: Stealth cities and mobile cities. So in order for stealth units to work, we need them to be movable. Moving cities has its own set of problems: Are cities limited to the country borders? What range do they have? What if i attack them the same turn they move? What stops the player from stacking cities? What stops me from making a shield made out of cities? Can i recruit the same turn i move them? What if a enemy places a unit in the place i moved the city? What stops a port city from moving in-land? What stops a city from going to water? What happens when 2 countries overlap each other? Will the cities move? I can go on and on, and this is just examples of moving them, mobile stealth cities have even more problems. Btw countries get their man-power from cities, guerrilla camps in the middle of the jungle depend from villages and cities.

The reason why mobile cities would never work is because you can't confine them to borders, which would be the only workable things, or else prepare for me to spawn an 8-reinf city right next to your fucking capital. Borders and cities are two entirely separate functions in AtWar, that is why you can create a country and make a city for it somewhere completely different. This idea is more retarded than my Down's Syndrome cousin

At least this reply is a tiny bit more reasonable than kingmaker's You have to defend the cities, because if you lose the city it is destroyed and removed from map. Since the map maker is probably going to make these cities very expensive I doubt you would be able to spam them, and the few cities the player have, he has to leave defenses in in case the enemy have detected it. For the border thing, yes I am aware of this and of course if this idea should become reality you would have to add the option to confine cities to borders. The idea is that you can only spawn the cities inside the border, but you can move them outside borders though they will likely have very short range. That Down's Syndrome must be something that runs in the family.

The map-makers will have to make a make a coast area if they decide to use mobile cities with ports so that mobile cities inside the coast area can make naval units, but if they move out of it , they lose the port until they move back in again. What stops a city from going to water? Cities will need a costly transport to move in water. What happens when 2 countries overlap each other? Will the cities move? What does this even mean?

I kind of like this idea. Needs a heck of a lot of work to be more than a theoretical concept, though. More diversity always good, as long as it isn't overpowered.
