Currently the competitiveness of this game relies on being in a coalition and playing Clan Wars.
There are 2 big problems with this:
1) You need clan members to be online for 2 clans to play a game, therefore the frequency of the Clan Wars is low.
2) The lower ranks don't get to participate as such, a function that they see but never used
Suggestion:
4 House System-Determined by (Player profile number modulo 4)
Count up the number of SP gained per hour/day each user earns (counting medals)and add them all to their respective house.
House Wars becomes a "Double or Nothing" game.
Houses compete against each other for a monthly season with top contributors and SP listed
Coalitions are remained as Guilds which serves friend groups or special interest groups like maps, nationality etc.
Coalition Wars can then still count towards SP, but the intention of the game is not serious.
I hope this will be easy to program and to start (take 1% of current SP?)

edited: Now that I've seen your edits to your post, and talked to you in game, I more or less understand.
Each house would still play their higher ranks for each "house war" and have a greater ability to do so. Even with the large amount of people because there small number of teams, 4 of them, it'd just be a larger set of players to choose from. Larger set of high ranks. Every war would still be ranks 7+
The goal you are after will not be reached. This version of your idea will only add another level of competition between higher ranks, with a few fringe low ranked "house wars" here and there.
I oppose this idea.
