Game Won't End

I am the only player left, have been for over 500 turns, I own every city (victory condition was to take all cities to defeat other players) and turn limit was set to 500 (now at turn 512) it seems like no matter what I do the game won't end, so I believe there is a bug here.

If you never fought another player the game is unwinnable. You have to engage in battle with another player for one side to win. However many turns you play; it makes no difference.

This is to prevent one player starting a game and taking over the world, thereby gaining free sp for no work.

Thats good to know but I didn't start this game, the guy who made it quit out at the start.

That doesn't matter. If you never fought anyone, regardless of who started, you will still be unable to win.
