Where do you find the scenario editor??

So i know where to find the map editor. But i dont know where to find the scenario or preset editors??also i cant make clones because it says unable to lauch editor even with silverlight

The HTML5 scenario editor isn't released yet but you can still use the old one from silverlight.

You forgot to mention if he doesnt have a grandfathered in silverlight map, he's screwed and cant make scenarios.
