Unit position glitch

I dont know what i say. It s so annoying when i cant see my troops in my cities.

Click on the country and then click on the city and you can use them.

Yes i use like that but it annoys me when i wanted to make wall etc

Yea, this is pretty annoying, but is it actually a bug or is it legit?
